The ADA Title II web rule sets WCAG 2.1 AA deadlines in April 2027 and April 2028, and Drupal 10 reaches end of security support on December 9, 2026. The problem, in plain terms

  • Old Drupal versions are a security risk. Drupal 7, 8, and 9 no longer get security fixes, and Drupal 10 reaches end of security support on December 9, 2026.
  • Accessibility is now a deadline, not a nice-to-have. The ADA Title II web rule requires WCAG 2.1 AA by April 26, 2027 (populations of 50,000 or more) or April 26, 2028 (smaller entities and special districts).
  • The obligation doesn’t hinge on one rule. The ADA already applies to public-entity websites, California law adds its own accessibility requirements, and state agencies must certify their sites every two years under AB 434. If the federal dates move, the work still needs doing.
  • Most agencies have no in-house Drupal developer. Updates slip, and small problems become expensive ones.

Upgrades from Drupal 7, 9, or 10 to Drupal 11, done as a fixed-price project. This covers content, custom modules, integrations, and a planned cutover, with accessibility built in rather than patched on afterwards.

Fixes scoped directly from your audit. Work can be phased by severity to fit your budget cycles.

On any platform: I fix code and content directly where I have access, and on hosted platforms I write up template issues so your vendor can fix them.

Recent work

Multi-site Drupal 11 migration for a UN organization

An estate of about ten public-facing and internal Drupal sites was upgraded in stages from Drupal 8 to 9, then 10, and completed on Drupal 11 in 2025. It included a cloud move from on-premises servers to Pantheon and Microsoft Azure, plus WAF and security hardening.

WCAG 2.2 AA remediation across a site portfolio

Accessibility improvements across the same estate brought it into alignment with WCAG 2.2 AA. Regular Lighthouse audits keep quality scores high as content changes.

Connecting websites to the systems behind them

Automated integrations between web platforms and back-office systems (ERP, HR, and CRM) through REST/SOAP APIs and single sign-on. It’s the same kind of work as connecting an agency site to permitting, GIS, and payment systems.

Hosting procurement and vendor transition

Writing the terms of reference for managed Drupal hosting, evaluating vendors, securing a multi-year hosting agreement, and managing a hand-off between development vendors without service interruption.
